NEW DELHI: In a decisive political manoeuvre, the Bharatiya Janata Party (BJP) is set to take full control of the 18th Bihar Legislative Assembly, with long-time MLA Prem Kumar emerging as the new Speaker. On Monday, Prem Kumar filed his nomination for the post, and with no opposition candidate in the fray, his election as Speaker is all but certain.
The development marks a major setback for Janata Dal (United) (JD(U)) and its leader Nitish Kumar. Despite JD(U)’s push — backed by some party insiders — to claim the Speaker’s chair this time, the BJP stuck to its “pre-scripted” plan.
JD(U) leaders reportedly remained divided over the issue, with some (close to BJP leadership) inclined to stay silent, while others loyal to Nitish Kumar pressed for the post to maintain a balance of power.
Prem Kumar, who represents the Gaya Town constituency, has won nine consecutive terms since first being elected in 1990 — a 35-year long winning streak. His consistent electoral success and seniority within the party made him a natural choice for the Speaker’s post from BJP’s perspective.
With the Speaker’s chair and key portfolios — including the Home Department — now in BJP’s hands, the saffron party virtually commands both the legislative and executive levers of the state government.
Political analysts argue that this consolidation of power will enable the BJP to steer legislative agenda, control house proceedings, and manage protocol — significantly reducing JD(U)’s influence despite its chief ministerial position. For JD(U), this might erode its bargaining power in the assembly and amplify internal tensions.
As the newly constituted assembly meets for its first session starting 1 December 2025, with election of Speaker slated for 2 December, all eyes are now on how this reshuffle will shape Bihar’s governance and the dynamics within the ruling alliance.
