
Dehradun: The Social Development for Communities Foundation on Saturday released a report titled “Uttarakhand at a Climate Crossroads – What Four Years of Disaster Reporting Tell Us About Glaciers, GLOFs and Avalanches” at the Dehradun Press Club, highlighting five major patterns and five recommendations related to climate and disaster risks in the Himalayan state.
The report was jointly released by Anoop Nautiyal and Praveen Upreti. It comes amid growing climate and disaster-related risks across the Himalayan region. Expressing solidarity with Nepal, Nautiyal conveyed his condolences to those affected by the recent disaster and said Uttarakhand, as another Himalayan state, faces a similarly fragile mountain landscape and several common challenges.
The report is based on media documentation carried out under the foundation’s Uttarakhand Disaster and Accident Analysis Initiative (UDAY), which has been publishing monthly reports since October 2022. It analyses developments recorded up to June 2026, focusing on recurring patterns involving glacier retreat, Glacial Lake Outburst Floods (GLOFs), avalanches and related risks.
The foundation clarified that the report is not a scientific study, but a media-based analysis in which credible media reports were cross-referenced with findings from institutions and scientific studies, including ISRO, the Wadia Institute of Himalayan Geology, ICIMOD and various universities. The analysis covered 28 separate media updates and identified five key patterns along with five recommendations.
The most significant concern highlighted by the report is the gap between identifying risks and taking timely action.
The National Disaster Management Authority identified 13 potentially dangerous glacial lakes in Uttarakhand in 2024, with five classified in the highest-risk category. However, monitoring and early warning systems are still not fully developed, the report said.
It cited the example of Vasudhara Lake, where a risk assessment had reportedly been completed, but an early warning system had still not been installed several months later.
Another emerging concern is the presence of 219 hanging glaciers in the Alaknanda basin, identified in a 2026 study. Around 30 per cent of these are located in the Upper Alaknanda region around Badrinath and Mana.
The report also highlighted continuing glacier retreat around the Char Dham pilgrimage sites. It cited annual retreat rates of approximately 22.3 metres at Gangotri, 20 metres at Yamunotri, 17.3 metres at Badrinath and 14.1 metres at Kedarnath.
Across the wider Hindu Kush Himalayan region, glacier area and ice reserves have also declined significantly. According to the report, more than 1,000 new glacial lakes have emerged since 1990, while existing lakes have expanded, increasing potential risks.
The report further noted that extreme weather events are becoming increasingly unpredictable, with episodes of exceptionally heavy rainfall or snowfall occurring after prolonged periods of dry weather.
At the same time, roads, hydropower projects, tourism, pilgrimage, settlements and other infrastructure continue to expand in vulnerable mountain areas, potentially increasing exposure to disaster risks.
Five Recommendations
The report calls for moving beyond risk identification towards time-bound action. It recommends that every high-risk glacial lake have a clear action plan, a designated nodal agency and dedicated financial resources for monitoring, early warning systems and downstream preparedness.
It also recommends systematic identification and monitoring of emerging hazards such as hanging glaciers, unstable slopes, expanding glacial lakes and avalanche-prone areas. Satellite and remote-sensing data should be combined with field surveys and observations by local communities.
The report calls for climate risk and carrying capacity to be made central to Char Dham planning. Pilgrimage management, it says, should account not only for traffic, water and waste management but also for glacier retreat, extreme weather, landslides and avalanche risks.
A dedicated, long-term cryosphere and climate-risk programme has also been recommended to integrate glacier and glacial lake monitoring.
The report further recommends that major roads, tunnels, hydropower projects, tourism infrastructure and settlements be assessed for multi-hazard risks and their cumulative impact on the wider landscape before development is undertaken in vulnerable mountain areas.
The final recommendation focuses on placing Himalayan communities at the centre of climate adaptation. The report notes that local residents are often the first to observe changes in weather, water sources, slopes, forests and snow patterns and are among the first responders during disasters.
It recommends village-level disaster management plans, trained volunteers, community-based monitoring systems and basic relief and emergency-response equipment, while integrating local and traditional knowledge with scientific monitoring.
Nautiyal said the report would also be shared with relevant government departments and institutions for consideration and appropriate action.
He stressed that the increasing frequency and complexity of disasters should not be viewed as isolated incidents. Instead, they should be seen as indicators of Uttarakhand’s rapidly changing Himalayan environment, requiring better preparedness, accountability and long-term planning.
